The County Development Board
will work with others:-
|
|
1. Community and Local Development
|
To promote a spirit and ethos of active citizenship through the active
development of supportive and strong communities
|
1.1 To support, enable and encourage the holistic
and inclusive development of viable, effectively organised and
empowered communities across the county, recognising the role
of an empowered and active citizenship
|
|
1.2 To create and foster an ethos within the county
of understanding that citizens’ rights are directly connected
with particular responsibilities to society and the community,
and that rights and responsibilities are mutually inclusive
|
|
1.3 To encourage volunteer involvement by all,
and in particular to increase the active involvement of the young
people of the county in community activities
|
|
2. Education
|
To promote the principles and practice of lifelong learning for all who
wish to participate in educational activity
|
2.1 To promote the benefits to be derived from
active participation in educational activities for the individual,
at all stages of life, and for society through the active development
of principles and practices associated with life-long learning
|
|
2.2 To ensure that the county generates the maximum
positive strategic and economic impacts from all educational activity
and processes

2.3 To establish a County Development board led
“County Education & Learning Forum” to co-ordinate the consultation
on, and integrate the planning and delivery of, lifelong education
within the county enabling the maximum utilisation of educational
services and facilities within the county

2.4 To work with all providers of and stakeholders
in the county’s education system to ensure that anyone disadvantaged
by social exclusion, marginalisation, location or disability has
access to education

3. Family support
|
To encourage the provision of relevant and accessible family support
services and facilities addressing the needs of all families at
all stages of family development
|
3.1 To enhance the longevity, quality of life and
care provision for the older citizen and to recognise the contribution
of older citizens in communities and the society of Dún Laoghaire-Rathdown
|
|
3.2 To ensure that all family support services
will be provided across the county by agencies in a coherent,
integrated manner at a local level
|
|
3.3 To ensure the provision of a wide diversity
of support services (including parenting advice, counselling and
mentoring services) to families including processes of intervention
and prevention
|
|
3.4 To support the development and maintenance
of family friendly policies by all organisations and agencies
|

3.5 To
establish a well developed and close integration of the physical
and social infrastructure, including affordable, accessible and
high quality childcare development that will support family structures
at neighbourhood and community level

ensure that childcare facilities, including childminding, are
focused on the developmental needs of the child and that facilities
are available and services are delivered, at the point of need

4. Health
|
To promote the concept of a healthy County is
a wealthy County and to provide an environment within which a
healthy County is attainable

4.1 To
establish a “Healthy County Forum” focused on developing integrated
responses and processes on all health related issues and activities,
developed to assist and inform providers and stakeholders to deliver
services and processes that accurately reflect responses to the
needs of the County

4.2 To
promote a cultural change regarding health through awareness and
education, influencing policy development, supportive environments,
strengthening community action, developing of personal skills
and re-orienting health services to the needs of the user
|
|
4.3 To
enable people to make “Healthy Choices” and to encourage healthy
lifestyles

4.4 To
ensure a balanced development, physical and environmental, of
the County reflecting the use and protection of our natural and
environmental assets which enhance the promotion of healthy lifestyles

4.5 To enable the effective provision of an overall high
quality healthcare service accessible to all and to ensure that
access to healthcare is not impeded by any individual’s physical
or intellectual disability or by organisational, structural or
attitudinal barriers

4.6 To retain and upgrade our hospital services
to Regional status, reflecting the size and density of existing
population levels and accommodating the needs of a projected increase
in the County population, including the establishment within the
County of adequately resourced maternity and paediatric units
|

5. Rural communities
|
To build on the potential to be derived from
rural Dún Laoghaire-Rathdown
|
5.1 To
raise the awareness among residents of Dún Laoghaire-Rathdown
and the greater Dublin area, of the importance of retaining the
rural communities and assets part of this County
|
|
5.2 To
improve or establish community and social meeting venues in rural
villages and towns
|
|
5.3 To
reduce the problem of isolation experienced by many residents
of rural areas through the provision of a rural transport system
|
|
5.4 To
support local employment and enterprise initiatives that will
reduce the “dormer effect” and to improve lifestyles
and reduce traffic congestion
|
|
5.5 To support rural community organisations
|
|
6. Safety, security and policing
|
To assist
the principal agencies to develop a society across the County
enjoying a level of safety, security and comfort which allows
everyone to engage in lawful activities with ease
|
6.1 To
support communities in creating safe and secure local environments
|

6.3 To
co-ordinate programmes aimed at guiding young people to become
responsible, socially conscious adults
|
|
6.4 To
improve the working relationships amongst the relevant agencies
to address early school leaving and associated social problems

6.5 To
ensure that adequate resources are made available in the county
for the relevant agencies to address the security, safety and
policing needs of the county

7. Social Inclusion
|
To remove all aspects and impact
of social exclusion from whatever source across the society of
Dún Laoghaire-Rathdown

7.1 To
identify and increase the awareness of the levels of structural
inequalities across the county and to remove over time such structural
inequalities at the community and individual level
|
|
7.2 To
ensure that communities and individuals generate sustainable self-reliance
and self-respect from all interventions targeted at social inclusion
and that any such planned interventions and initiatives enhance
the individual’s and community’s capacity for further development
|
|
7.3 To
promote effective and accurate communications of the existence
and contribution of and from the respective cultures within the
county and to establish a genuine spirit of equality, anti-discrimination,
anti-racism and social inclusion within the county
|
|
7.4 To develop awareness at all
levels of society, in the home, in education, in the work environment
and in places of leisure, recreational and cultural activity,
of existing and emerging barriers to full participation in society
for any resident or visitor
|

7.5 To positively challenge discrimination wherever it
arises and promote greater awareness of equal status for all citizens,
acknowledging that discrimination affecting different cultures
exists at present

7.6 Recognising that physical barriers can
lead to forms of social exclusion, to raise the awareness of,
and to attempt to remove, such barriers to enable full inclusion
for those impacted by any form of disability.

8. Substance abuse
|
To actively work towards an environment
free of substance abuse

8.1 To raise awareness of both the extent of alcohol and substance
abuse problems in the county and the negative impacts arising
from such abuse and misuse

8.2 To support creative initiatives to prevent and deal with
substance abuse

8.3 To use all available, effective education, information and
awareness processes and opportunities, including peer group mentoring,
to address youth issues including underage drinking and drug misuse
in a comprehensive holistic and long term manner

The County Development Board

9. Enterprise
|
To become the premier entrepreneurial County in Ireland with
a particular focus on deriving the maximum impact and value from
knowledge-based economic activity

9.1 To facilitate
the development of incubator facilities for enterprise across
the County
|
|
9.2 To ensure that infrastructure provision, including
specifically a competitively priced broadband telecommunications
infrastructure, for enterprise creation precedes demand maintaining
existing and maximising future enterprise levels
|
|
9.3 To take steps
to create and promote a
unifying County brand and identity that will be respected and
used by all enterprise agencies and business organisations in
the County
|
|
9.4 To increase the
awareness, capacity and capability of all engaged in enterprise
across the County in utilising dynamic and user-friendly electronic
databases

9.5 To develop processes and linkages offering opportunities
to retain the trained and educated youth of the County who wish
to work in the County

the working and living environment of the County attracts and
offers the best opportunities available for those choosing to

and dynamic entrepreneurial culture throughout Dun Laoghaire-Rathdown
recognising the particular contribution in that culture of women

of retail activity with other metropolitan centres appropriate
to the County in particular addressing town centre retail regeneration

with schools and third level institutions to retain a highly trained
and educated workforce balancing the needs of the County for semi-skilled,
skilled and professional talent

9.10 To build up the
Research & Development spend in the County and in particular
to initiate with key stakeholders an innovative and County focused
venture capital investment vehicle to reinforce and further develop
entrepreneurial support and success within the County

sustainable approach, socially and culturally, to all forms of
enterprise and in particular to promote and foster a thriving
social economy throughout the County

10. Living space
|
To promote the provision of a wide
range of affordable and accessible accommodation matched to a
supportive infrastructure which meets the needs of those residing in the County

10.1 To ensure the
local authority is supported in the implementation of its current
and future Housing Strategies and that the provision of accommodation
within the County is developed in parallel with the necessary
supportive physical, environmental, social and community infrastructure

10.2 To increase awareness
of and ensure providers deliver inclusive and innovative approaches
to the living space needs of all the people of the County

10.3 To help to inform
all local authority Development Plan Reviews and any subsidiary
area or neighbourhood action plan initiatives as part of ongoing,
active and informed consultation processes

10.4 To promote and
support positive planned and integrated actions to eliminate homelessness
in the County

10.5 To create and maintain an active database on all aspects
of accommodation and living space across the County to ensure
a high level of awareness of availability and needs

11. Physical infrastructure
|
To ensure the County enjoys first class physical infrastructural provision
to meet its changing needs

To lobby and influence the key stakeholders engaged in infrastructural
planning and provision of and for the County to ensure that the
County enjoys an appropriate, accessible, integrated and adequate
infrastructure, supporting the changing lifestyles, demographics,
cultural needs and commercial requirements of the County

To create an infrastructure review forum which will principally
monitor the progress of and assess the future physical infrastructural
needs of the County

11.3 To derive maximum
benefit from best practice planning and to embrace the principles
and practice of sustainable development and in particular the
benefits to be derived from the principles and practices implied
and outlined in the Local Agenda 21 process

12. Tourism
|
To derive the maximum positive impact from tourism activity supported

all tourism provision, facilities and amenities in the County,
recognising the considerable experience and expertise available
within the County

groups of the specific infrastructural needs of tourist activity

To promote the development and optimal
use of an integrated, accessible and sustainable transportation

implementation of all planned infrastructural development related
to an effective, accessible and affordable transportation system
to completion within planned timescales commensurate with the
needs of the County

parking and park & ride facilities are accessible and available
at points of need

County wide transportation system, recognising the needs of residents,
visitors and commerce to move across North-South and East-West
axes of the County, that is disability and mobility friendly

natural and constructed amenities of the County

encourage neighbouring Counties to recognise such assets as national
assets and share responsibility for the protection, maintenance
and enhancement of these assets

15.2 To identify, retain and where appropriate sustainably develop

awareness and profile of such assets within an overall context

marine and coastal features, including all port and harbour assets,
of the County and to enable the development of universally accessible

awareness and acceptance of the principles of best practice conservation
and environmental protection in marine and coastal areas

of the positive effects of sports, recreation & leisure activities
